National Institute of Education (NIE), Singapore

 The Strategic Planning & Corporate Services (SPCS) Department provides critical policy and planning support to the senior management, programme offices and academic departments of NIE.

SPCS takes the lead in formulating NIE’s long-term strategic plans, which is the central component of the corporate planning process. Key activities in this process include environmental scans and trend analysis which provide external and internal perspectives, as well as developing key strategies and implementation initiatives. NIE’s current 5-year strategic plan known as the 333 Roadmap : 2007 - 2012  articulates NIE’s  goals and strategies in transforming  teaching and research as well as enabling corporate support.  As NIE reaches the concluding milestone of Destination 2012 under the current strategic plan, the journey into the next lap has already begun, with a new strategic planning exercise launched in late October 2011. SPCS is actively involved in developing the new strategic roadmap for the next five years.  The new 333Roadmap : 2013 – 2017 is expected to be launched in Q3 of 2012.

SPCS also manages the annual workplanning and budget cycle which is anchored by the long-term strategic plan. This involves target setting, tracking and reporting on strategy implementation milestones and annual Key Performance Indicators.  The department is also involved in organisational development activities including strategic, cross-cutting institutional projects such as employee engagement, strategic programme reviews, and operational or resource utilisation audits.

SPCS is also the secretariat for the NIE Council and Executive Committee, as well as Director’s Strategic Review Meetings (DSM), assisting the senior management team in the oversight of key policy and governance issues.  Other corporate functions include oversight of international agreements or Memoranda of Understanding, copyright and intellectual property issues.
