Mr Tan Kian Heong is the Divisional Director, Corporate Planning and Development (CPD) Division at the National Institute of Education (NIE). Reporting to the Director, NIE, the departments under Kian Heong’s responsibilities include Development and Estate, Finance, Human Resource, Public, International and Alumni Relations, Student Services Centre and Strategic Planning and Corporate Services. Together with the team of officers in these 6 departments, Kian Heong oversees both the strategic planning needs of NIE and the delivery of effective and efficient corporate services to NIE’s internal and external stakeholders.

Prior to joining NIE, Kian Heong spent over 20 years in the Singapore Armed Forces (SAF) rising to the rank of Colonel. His last appointment in the SAF, which he relinquished in January 2010, was the Senior Staff Directing/Head Land Operations Faculty of the Singapore Command & Staff College, with the key responsibility of educating and developing high potential leaders for higher command and staff appointments in the SAF.

His other notable appointments include Brigade Commander of the 4th Singapore Armoured Brigade, Commanding Officer of the Army Officers’ Management Center, Head of Current Operations Branch, General Staff Operations Department and Commanding Officer of the 441st Battalion, Singapore Armoured Regiment. These appointments within the SAF provided Kian Heong with an extensive all-round experience in policy formulation, strategic planning and operations management, leadership development as well as a proven track record in building and leading teams in attaining optimal performance.

Having been part of the team in driving SAF’s re-organisational efforts, Kian Heong is also attuned with organisational transformation strategies, human resource transformation management, talent and performance management. In addition, Kian Heong has also led multi-functional teams in the planning and execution of large-scale national events and SAF activities, one of which was the National Day Parade (NDP) 2002, to which he was the Organising Secretariat to the NPD 2002 Executive Committee.
 
Kian Heong was awarded the PINGAT PENTADBIRAN AWAM (GANGSA) (TENTERA) [The Public Administration Medal (Bronze) (Military)] in 2008 for his contribution as a military officer and service to the Government of Singapore.
