About the Topic

The seminar will analyse the EU migration policy within the framework of its security model. The need to guarantee the security of EU borders and to ensure legitimate cross-border mobility on one hand, and the urgency to foster illegal migration and human trafficking, on the other, has produced some institutional experiments and political innovations which are extensively debated. The presentation will be divided into three parts. In the first part, migration policy is analysed in its historical perspective, by stressing the main developments. In the second one, the present set of strategies and actors are explored, focusing either on institutional entities (like FRONTEX) and non-state actors, namely NGOs. In the last part, a discussion on the most controversial points, raised through the application of the abovementioned policy – human rights protection, transparency and accountability – will open the debate and leave to questions.

About the Speakers

Daniela Irrera is Assistant Professor of Political Science and IR at the University of Catania and Adjunct Faculty in Politics at the College of Global Studies, Arcadia University, US. She teaches International Relations, Global Civil Society, EU Politics and Organised Crime as a Global Threat. She has been Research Fellow at the Stony Brook University; Visiting Scholar at the Clinton Institute for American Studies, University College Dublin; University of Delaware; Université Libre de Bruxelles, and University of Oxford. She has published in the areas of International Relations and EU politics, dealing with global terrorism, transnational organised crime, civil society and humanitarian affairs.
