The purpose of this study is to explore the notion of teacher quality and quality teaching in a Singaporean context. Specifically, this study will compare the views of secondary school teachers and policy makers (as represented by MOE) as collected through teacher interviews and document analysis. The notion of quality teaching and teacher quality suggested by Fenstermacher and Richardson (2005) and Hargreaves and Fullan (2012) will be used as the conceptual framework, assuming that teacher quality and quality teaching involves various factors in addition to student outcomes. Implications for teacher policy, professional development, and teacher education will be derived.
